VNeID for foreigners: the electronic ID account from 28 September 2026
VNeID is Viet Nam's official electronic identity app. Decree 320/2026/ND-CP, issued on 13 August 2026 and in force from 28 September 2026, opened it to foreigners on broader terms.
What changed on 28 September 2026
- Foreigners who entered Viet Nam legally or reside there legally can be issued an account, without the old split into level 1 and level 2.
- 66 kinds of personal documents can be added to the account, including passports, visas and driving licences.
- Agencies may not ask for paper copies of documents that are already in your VNeID account.
- Law 118/2025/QH15 also provides for foreigners to use VNeID at automated border gates.
How to register
- Until now foreigners registered in person at the Immigration Department or a provincial immigration office, with their passport and form TK01; staff took a face photo and fingerprints.
- That took up to 3 working days if your biometrics were already on file, or up to 7 if not; the result came through the app, by SMS or by email.
- The procedure under the new decree had not been published when we checked; ask the immigration office before you go.
