SIM cards, bank accounts and emergency numbers for foreigners in Viet Nam
Three things to set up early: a phone number in your name, a bank account if you stay long, and the emergency numbers in your phone.
SIM cards
- Since 15 April 2026 (Circular 08/2026/TT-BKHCN) every subscription is verified on four fields, including a face image.
- Foreigners use a passport valid for their visa or permitted stay, or an electronic ID account, and must verify in person at the carrier's own shop.
- A SIM that is not verified loses outgoing service first, then all service, and the number is finally terminated.
Bank accounts
- Banks ask a foreign resident for a passport plus a visa, a document replacing a visa, or proof of visa exemption, or an electronic identification account.
- Each bank adds its own requirements; ask the branch before you go.
Emergency numbers (free)
| Number | Service |
|---|---|
| 113 | Police |
| 114 | Fire and rescue |
| 115 | Medical emergency (ambulance) |
| 112 | Incidents, disasters, search and rescue |
| 111 | Child protection |
